Topsail Hill sand dunes rise out of the emerald hued waters like the tall white sails of passing ships. The park’s namesake, Topsail Hill, towers some 25 feet above the Gulf of Mexico. Dunes are formed when the Gulf winds blow and sand is trapped by sea oats and other indigenous plants.
